No Tears for Dina Boluarte

LIMA 16jan23 The Boluarte-Otárola dictatorial regime established a state of emergency in the regions of Lima, Callao, Puno and Cusco, in response to the various calls for popular mobilization that were announced for this Monday, January 16, and whose objectives are the resignation of Dina Boluarte, the closure of the coup and oligarchic Congress, and the call for new elections.

The measure, which lasts for a month from this Sunday, January 15, grants full powers to the Police to maintain control of the internal order of the country with the help of the Armed Forces, and consists of the suspension of the constitutional rights of the population, such as the inviolability of the home and the freedoms of transit through the national territory, assembly and personal freedom and security. In the department of Puno the curfew has already been imposed. Since the beginning of December 2022, mobilizations, protests and marches began against the coup regime that unconstitutionally ousted President Pedro Castillo, elected at the polls. Congress, taken over by representatives of oligarchic interests, is the epicenter where a long-standing political crisis originated since before the elections that gave Castillo victory. In this regard, one of the decisive factors of the coup d'état was the possibility of applying a program of progressive initiatives that favored the working and popular classes. For this reason, as soon as the anti-democratic coup took place, the US ambassador to Peru and the US Secretary of State himself supported Dina Boluarte.

In an expanded framework of relations of force on a global scale, the United States and its allies and subordinates, in the midst of a crisis of planetary hegemony against China and its supporters, have been promoting "institutional or parliamentary coups" in Latin America for years. It already happened in 2009 with Manuel Zelaya in Honduras, in 2012 with Fernando Lugo in Paraguay, in 2016 with Dilma Rousseff in Brazil, and in 2019 with Evo Morales in Bolivia. North American imperialism needs to ensure the historical relations of subordination that it has maintained with Latin America in order to face this kind of second cold war. For this reason, the development of the struggle of the Peruvian people immediately acquires an anti-colonialist and anti-imperialist character.

Up to now, in the Andean country, almost 50 people have been massacred with live ammunition and even from military helicopters by the police and soldiers; hundreds seriously injured; and many others prosecuted as "terrorists", currently detained and political prisoners. This Sunday the 15th, in Lima, against the order of the state of emergency, various groups have demonstrated in the streets, preparing the climate for the protests on Monday.
